Speed Trap Warning Sign Gets Woman Arrested

If she had not been holding up that sign, and stepped into the road where there was a sidewalk present, would the police have still arrested her? I would guess that is doubtful. Assuming I am correct, and they arrested her because she was warning people of their presence, what is their goal, for people to slow down or for them to gain revenue by writing tickets? If their goal was for people to slow down and drive safely, her sign was likely accomplishing that for them. Why arrest her? However, if their goal was speeding ticket revenue, she was a problem.
